Barring any sudden or critical global event, which would pre-empt other options, the editorial board faces an array of choices: local politics, cultural trends, a leading celebrity from a particular field, or any other feature, down to a cover story on felines or ice cream (TIME, 1981). The leading criteria for the decision-makers are what is newsworthy, in the broadest sense of the term, and what story will both help keep regular subscribers happy and sell the most issues to other readers.
